Pioneering co-management in Seychelles
Partnering the government, we set up co-management where local communities can participate in the management and effective use of their natural resources.

Cohesive governance systems are lacking in the Western Indian Ocean region. Since resource users rarely have an equitable voice in decision-making, local conservation benefits are not fully maximized. LMMAs (Locally Managed Marine Areas) are still relatively new in the region, so their geographic range is limited. However, LMMAs exist in most countries in the region, except Seychelles.
This regional project aims to establish Locally Managed Marine Areas (LMMAs) to provide sustainable livelihood opportunities and conserve seascapes.
In the early stages of the project, a National Working Group comprising government ministries, departments, and agencies, chief executives, and civil society representatives adopted the principle of “Co-management” for the project. This is a government policy enshrined in the Protected Area Policy, 2013 and in the Nature Reserves and Conservancy Act, 2022 (yet to be implemented).
The sites chosen, and endorsed by the government, was Port Launay and Baie Ternay Marine National Parks (MNPs) in Port Glaud District, managed by the Seychelles Parks and Gardens Authority (SPGA). LEAP was mandated by the Cabinet of Ministers in March 2020 to pilot the Co-management process here to inform government implementation modalities for Co-management in other protected areas.
Nature Seychelles partnered with SPGA to implement the project, through a Cabinet approved Memorandum of Understanding signed in December 2020. The SPGA and Nature Seychelles are working closely with the Local Government ministry to establish a co-management committee that will act as an “advisory committee” to the SPGA.
This project conducted comprehensive scientific and social baseline assessments to assist SPGA with management planning and monitoring protocols. Community engagement has been conducted through public meetings, activities, events and the launch of Leap Junior Clubs in local schools in the district. Other activities include activity kiosks, and a volunteer/internship program.

SEPT 2019 NATIONAL WORKING GROUP FORMED
Multi-stakeholder group with representatives from government, civil society, fishers, tourism, and other interest groups to provide legal and technical advice to the project.
DEC 2019 - SITE SELECTION
Consultations on suitable sites based on IUCN criteria. Baie Ternay and Port Launay Marine National Parks (MNPs) in Port Glaud District selected.
MARCH 2020 - CABINET APPROVAL OF SITE
Ministry of Environment present project and selected sites to cabinet. Approval is granted to pilot ‘Co-Management’ of the two MNPs. Cabinet stresses community involvement in the process.
AUG-DEC 2020 - SITE LEVEL ENGAGEMENT
Site level group formed in Port Glaud after stakeholder engagement and public meetings. National Working and Site level group conduct site visit to identify the challenges and opportunities of the two MNPs.
DEC 2020 COMMUNITY LAUNCH / MOU SIGNING
Signing of MoU between Nature Seychelles & Seychelles Parks and Gardens (designated authority for the MNPs) presided over by the Minister for Environment, Flavien Joubert.
2020 ASSESSMENTS
Marine biodiversity, geology, and stakeholder surveys began in Port Glaud District and Baie Ternay and Port Launay Marine National Parks
2021 COMMUNITY EDUCATION, AWARENESS AND TRAINING
Marine park awareness sessions for community. Dissemination of findings from marine biodiversity study of MNPs. Training for rangers in boat handling and mechanics, lifeguard skills and open water diving.
FEB 2022 LEAP JUNIOR CLUBS INAUGURATION, PORT GLAUD DISTRICT
School club established to educate and raise awareness on the value of marine and coastal environments. Attended by H.E Annett Günther, MNA; DA, PS Education, Headteacher, teachers, parents, and students.
2023 CO-MANAGEMENT SENSITIZATION
Building and strengthening the capacity of the site level group in MNP governance and management, to effectively participate in conservation actions and decision making in and around the MNPs.
2024 ENVIRONMENTAL ACTIVITY CENTRES
In partnership with the Ministry of Education launched two environmental activity centres in Port Glaud Primary and Anse Boileau Scondary Schools to foster a new generation of conservationists.
